Meet Tora

Dr. Victoria Frank uses qualitative and quantitative methods to evaluate social and educational programs, having worked in the field for 17 years. She is particularly interested in issues focused on the postsecondary success of students facing socioeconomic disadvantage. Her dissertation work followed the college progress of undergraduate student parents living in poverty.

 

Tora holds a PhD in social welfare and a master's in public affairs from the University of Wisconsin - Madison, where she teaches courses in social welfare policy to undergraduate and graduate students in the University of Wisconsin’s Sandra Rosenbaum School of Social Work. Tora is a proud AmeriCorps alumna.

Meet Rekha

Rekha Shukla has concentrated on research and evaluation, project development, and strategic planning. She has more than 30 years of development and management experience gained in public, for-profit, and nonprofit organizations in Asia, New York and Pittsburgh. Rekha has led and contributed to evaluation projects for several federally-funded grants, working with universities, private foundations, non-profit organizations, and governments. 

 

Rekha holds a Master of International Affairs Degree from Columbia University’s School of International and Public Affairs and a Bachelor of Arts Degree from the University of Wisconsin-Madison.  Rekha actively volunteers in her community and currently chairs the board of a national historic landmark in Pittsburgh.
